Presentation and objectives

With the objectives of creating economic value in the ICT sector through the reuse of public information, increase transparency in the use of public information and the Administration, promote innovation, improve the systems of information and generate data interoperability. between public sector sites, is attributed to the Department of Innovation, Research and University, the competences of elaboration and project and program management for the design and coordination of the opening of data in the Government of Aragon and its implementation in collaboration with the different Departments and agencies of the regional Administration , as well as the dissemination of such data through of the open data portal of the Government of Aragon(opendata.aragon.es). The Aragon Open Data initiative was launched by the Government of Aragon’s Agreement of July 17, 2012. By virtue of the same, the start of the project to open public data was ordered and on February 6, 2013 it was implemented through the Portal opendata.aragon.es. Throughout this time, a lot of work has been done to achieve automation in the publication of information to ensure that third parties can reuse it in the best way. Given the volume of data that begins to exist, within the line of work of the automation in the management of the information, are beginning to have a special relevance all those elements that help in the improvement of the structuring of the information and in the standardization of the data contained in the databases. Based on this, within the General Directorate of Electronic Administration and Information Society, the idea of generating a set of technical and legal rules that allow to deepen in that standardization and that lead to think about the creation of the Interoperable Information Scheme of Aragon (E2IA). The E2IA thus emerges as the framework in which open data and, in general, the information of the Government of Aragon can begin to be automated in a much deeper way. The E2IA has to count on a series of technical, organizational and legal elements that it is necessary to develop. Therefore, the Instituto Tecnológico de Aragón (ITAINNOVA) has been entrusted with the task of identifying, studying and analyzing current research trends and technological development in relation to ontologies and dictionaries of data interoperability, defining the ontology proposal, carrying out the necessary tests to validate the ontology proposal and generating the text and web versions of the ontology.

Project results

The actions of ITAINNOVA in this project have focused on improving the interoperability of the information of the Government of Aragon. Activities have been carried out to identify, study and analyze the current research trends and technological development in related to ontologies and data interoperability dictionaries, define the ontology proposal, perform the necessary tests to validate the ontology proposal in the domain of the Government of Aragon and generate the text and web versions of the ontology. Throughout this time, a lot of work has been done to achieve automation in the publication of information to ensure that third parties can reuse it in the best way. Given the volume of data that begins to exist, within the line of work of the automation in the management of the information, are beginning to have a special relevance all those elements that help in the improvement of the structuring of the information and in the standardization of the data contained in the databases.
